Playing the 2009 TT in 2000s mode, I cannot route a train to CE267. All I get is a "route not available" message. Is this a known bug?

The only way I can 'recreate' this is if "F935 Upperby run road" ground frame is free (F circle almost directly below CE267 hollow or flashing).
