When you have an OTW section without a train staff (pretty sure these exist?), how are trains kept track of? Is the whole section track circuited, or is it just track circuits at the entrance/exit to the OTW section that have to be kept track of? If the latter, what happens after a power failure when the occupation of such a section is unknown?

I'd guess that, in the event of a loss of power to the interlocking (and no batteries, standby generators etc), it'd revert to showing occupied - though I'd welcome confirmation from my S&T colleagues! I've only ever dealt with one OTW (without staff) section showing occupied out of course, and I think that was caused by routine maintenance rather than a power failure - easily restored by the S&T, though a train going in and out (under pilotman working) would undoubtedly have the same effect.

A power failure would indeed cause it to show occupied.
