strictly speaking there's no opposing routes set there... The route from 183 starts to the right of the block joint and the route from 456 starts from the left of the block joint. I have however flagged on bug board, #12176 applies.

They are opposing routes, it's just that there are no sub routes between the two signals. Each signal should require the opposing routes Normal despite there being no maintained locking.

Yeah I would have thought the Shunt would have been backlocked by 183 signal surely?

These days it would almost certainly not be permitted but I have it on reasonable authority that there are older places where this was allowed.
