It looks like a banner repeater signal, to indicate the state of the platform starter. See http://www.railsigns.uk/photos/p_repsig1/p_repsig1.html

Not seen any banner repeaters like that before.
looks mechanical. taking in to consideration that Brighton is under Three Bridges SC

There are still a few mechanical banner repeaters on the area controlled by Victoria SC too. E.g. At London Victoria on the first few platforms

I think you'll find it's actually a shunt signal mechanism as used by the Southern Railway and BR(S) in their colour light schemes, floodlit for night use, and with the disc changed for a black-on-white one so it can act as a banner repeater for a signal which is out of sight round the corner. Even an electronic interlocking can control mechanical signals via an appropriate interface. Moving something like that is much the same as moving a set of points, after all.

I noticed that this signal is not displayed in Brighton's sum!

Whats also odd is that it will be behind most train cabs. It can only be for releasing locos off the buffer stops – which must never happen these days

Banner Repeaters aren't always drawn on the box diagram, or panel.

Banner Repeaters aren't always drawn on the box diagram, or panel.
Quite right , Take Motherwell Simsig! Platform 2 (Down Main) has a twin banner repeater with the lower banner for the Down Coatbridge. This is shown on the splash screen with the 318 EMU departing with the Footbridge over the platforms. It is however , not shown on the Sim area!

Banner repeaters in bay platforms aren't proved lit (or in the correct position for mechanical banners like this) so it's not necessary to show them...

...whereas ones like this most definitely should be there. Reported as #15300.

There are 3 banner repeaters indicated on the panel for Three Bridges.
Note incorrect numbering

Drawn. Not indicated. Theres no indication of aspect there I can see.

Motherwell does have an indication.

Platform 1 is Mainly used by Coastway services which are normally ran by 3 car class 313's so maybe it's for the drivers of those trains.

When Brighton was resignalled we still had 2haps on the Coastway and loco hauled parcel/paper trains plus the inter regional down to Plymouth.

At least one if not all of the BRs are detected as T663 won't clear if they fail to show an off thus trains need to be flagged out of platform 1.

That's odd. It would seem that the banner could show off/proceed while the signal is at red for that to happen. Normally the signal has to be off before a banner approaching it can then show off!
