It's an option to show TDs on ARS sims with delay information, rather than ARS status.

"Passengers for New Lane, should be seated in the rear coach of the train " - Opinions are my own and not those of my employer

It's an ARS feature that allows you to see if a train is early, on time, a bit late (0-5min), or very late (5+ min). It's in the F3 ARS options somewhere.

On the signalling workstations? No. But as others have said there are other systems available to the signalman (TMIS, CCF, P2, Tornado, etc) that do demonstrate this functionality.

wrap post-midnight times
If a sim is run past midnight (24:00), displayed times will start from 00:00 again (like a normal clock), rather than continuing to 26:07 instead of 02:07.

show seconds in messages/results
Presumably it does what it says! At the very least this refers to the message window.

Yes, I think both are relatively recent additions.
