`So the HOBC monster appears in the area next week, I've moved it to be on the same day as Festival No. 6 (to proovide more trains on an otherwise quiet weekday).

As per here the train arrives at Penmaenmawr at 22:32, which would place it at around Aber/Llanfairfechan at midnight? It then returns from Bangor at 06:30 (!)

How would one timetable such an engineering train

One way might be to have two consists for the train. One for it running at normal speed when it's not working, and another where it travels at, say, 5mph when it is working. You can fiddle with the speed to make it take an appropriate amount of time working from A to B.

From looking at something like this in the past, the lowest speed which will work on SimSig for a train type is about 2MPH, couldn't get something to run at 1MPH, but at this it was still recovering time. Could easily have got the details wrong here

I think there is a bug when there are trains running at very low speed. If you have the maximum speed set as, say, 5mph then the sim only lets it run at 4mph for some reason.

Probably just rounding.
If the sim is pre-Brexit and working in metres-per-second rather than miles-per-hour it depends on what level of rounding is being used in the conversion to get from one to the other.

Depends what is going on behind the scenes. If the code is working to metres-per-second rather than miles-per-hour it will depend on what rounding is used to get from one to the other.
