If there are any announcements made about new sims , they will be made on the forum. However, typically SimSig does not release information about upcoming sims prior to a sims release. That's because a lot of the dev team have other commitments such as families and jobs and as a result keeping to a release schedule is quite difficult as life has a tendency to get in the way! It depends on an interested developer having sufficient information about the interlocking, layout of the track and signalling, distances and gradients, track circuits etc along with lots of other details.
