The signal concerned can never time out in reality, the only way to get it free of approach locking is to use a train, so Peter specified the maximum time he could.

Shouldn't pose an issue as there are no points or crossings between 61 and 63.

What was the original thought behind P7, P61, P68, and P71 controlled without time out rather than automatics (perhaps with emergency replacement)?

(Assuming anyone is able to read the minds of the signalling engineers of the time!)

2047 posts 		P7 used to be an automatic in the days when the panel worked to Keyham, P68 was originally the last signal on the panel, P71 and P61 I suspect are because a lot of shunts used to be made upto them.

Remember in the old times, until fairly recently, you could pass an auto at danger under certain conditions without consulting the Signaller, so controlled signals had benefits in that way too.
