Without TORR enabled should Signal Stems always flash when a route is dead?

I have been running a session without TORR and have had several instances where there is a dead route and the Signal Stem is not flashing.

A sample save is attached - although I appreciate this might not be too helpful as it is after the train (97BZ) has passed into the Flemington Neck.

382 is correctly flashing for me in that save. It seems you're saying that some are supposed to be flashing but are not, yet the save doesn't show that.

That is really odd as it is flashing for me when I load the save - but I am quite sure it wasn't when I took the save.

I'll need to turn on snapshot and see if I can recreate it as I don't have access to debug menu for this one.

Ah, that makes more sense now, though nothing obvious as a problem to me at the moment.

I've created 2 example saves and I have reloaded them and the issue persists.

For the 3SP7 save all of the signals on the Down Goods/Down Enfield Fork start to flash and then stop.

For 65XZ it is 382 & 322.

Suspect it might be to do with longer trains occupying multiple track circuits at the same time.

Hope these help with diagnostics.
