Which font is used by Network Rail on the white circular signs on signal gantries which have black lettering such as DM, UM, UTM, DTM?

According to the standards it should be the Rail Alphabet.

Note that you can search for any sign within the standards catalogue on the RSSB homepage and get a reference drawing for that sign that way. Just click on the "Signs" button if necessary to filter the search results down. There's also an index of all signs here, although without direct links to the respective signs.
