I have uploaded a 1994 winter Sunday timetable with Welwyn Viaduct closed for engineering works from 0600 to 1700, so everything has to go via Hertford North. There seems to be a lot of slack in the timings for the diverted trains and I suspect they may not have run at line speed on the loop line. The morning and and early afternoon may seem a bit routine and mundane but things start to get exciting in the late afternoon when normal running resumes. Appreciate any feedback.

Add to that the overheads can only deal with a certain number of trains on the Hertford Loop at a time (6? Might depend on train type) and a few more minutes might have been added to allow for holding something back until another belatedly clears the section.
