I have the same on a low end system with very basic graphics capability.

Looks to be some fairly graphics-intensive software running in the background behind SimSig - does it happen if SimSig is the only programme running on your machine? If not, I suspect low graphics memory.

Yes, happens with nothing else running.

It's not a power issue... my system is a beast (12 cores, 32GB, 1080Ti graphics)

Toggle your smooth scrolling options in F3.

Something I've realized is that it only occurs when *dragging* the scroll bar. Does not occur when scrolling via the mouse wheel, arrow keys, or overview.
