I had intended to point the OP to the FAQ, but when I read it I thought it didn't make it very clear as it mainly talks about timetables rather than sims with a very brief sentence that just says the development tools aren't available to the public. Perhaps it would be better to initially state that the development tools are not available and expand on just what that means followed by the section on timetable writing.
