Cancelling the warner route from S119 to S115, then quickly setting the main route, while the overlap subroute is still active, will throw the exception in the title.

It's not an exception. It's telling you it can't work out an appropriate overlap, which is hardly surprising given you're trying to set something that is in the process of releasing. A real interlocking would silently reject being hammered like that. Wait a second or two then try again.
