Easily reproducible; use the 2019 TT with a 14:00 seed. Disable the BTN3 sub-area and let 1A24 draw up to the buffers. At about 14:04 the BTN3 sub-areas enables itself without intervention.

I've had a look at the data file and there it is explicitly coded to do that in very specific circumstances. Why I don't know but it's certainly intentional.

It's there to allow Brighton (P3) to run automatically even if a 12-car comes in to P3 and does not release the route (since it never fully passes the intermediate signal). The logic will pull the intermediate signal which disables the subarea, hence the automatic re-enabling. Part of this is mentioned in the manual.

Maybe the re-enabling could be bypassed if the sub-area is collared?

Could the logic check the state of the ARS button immediately before cancelling the route, save it and then, once the route has been cancelled, restore ARS only if it was actually enabled beforehand? Or are there some limitations to Simsig which would make that impractical to implement?

I can't think of anything that would make it difficult, let along impractical. I'll add a note to the Mantis entry.
