I have relinquished all my purchased sims from a laptop I am retiring, but I don't know how to access them from the laptop I am now using. Can someone explain the forward process please?

You should just need to log in to the Loader on the new laptop and all the sims you have licenses for should be accessible.

I've just double checked the license database all your licenses are showing as unlocked, so as JamesN said if you log into the loader on your new machine you should be good to go.
