According to the Sectional Appendix, Class 56s are permitted on that route (GW108) with no restrictions. That would suggest NR are at fault, not DCR.

I can find a fair few photos of 56s going through Taunton, implying that no one else's locos have had this issue...

The cause of this incident has already been determined, and although I am not going to post what it was, I would caution against drawing conclusions.
