Why do Drivers wait for signals to clear before complaining about an ACOA? They could be sitting at the signal for some minutes but wait for the board to come off before getting on the phone and whinging. Surely in real life the Driver would be straight on the phone?

The rule book states:

You must tell the signaller immediately, stopping the train specially
if necessary, if you become aware of a signalling failure or
irregularity on any line. This may include:

• an irregularity in the working of a signal

I think the SimSig ACoA 'feature' is purely as a penalty to the sigger, insofar as it's just to tie things up longer than just waiting for the signal route to time out (as it was originally). In other words, a mechanism to prevent you gaining an advantage from putting the signal back...a lot of clients in mplay used to be fairly 'liberal' in doing so.
I can only help one person a day. Today's not your day. Tomorrow doesn't look too good either.

Also it reflects the time taken to fill the paperwork out with the driver on the phone

To clarify slightly, real life drivers will often take a fair amount of time while reporting an adverse change of aspect, so that part is accurate. When it's not reported straight away in SimSig, then yes that is a problem which will be addressed in a future fix. "Penalising" SimSignallers for pulling up without thinking is just a nice side effect.

This is a popular misconception even amongst signallers. In the real world there is no requirement for the signaller to fill out any paperwork if a signal returns to danger, either while the driver is on the phone or afterwards. The signaller does not need to complete an RT3185 if he can explain the irregularity or it is clearly a right-side failure. See Rule Book module S7, section 7.6 c). Another relevant point is that there is no requirement for a driver to speak with his own control after observing a change of aspect. Unlike with Simsig, the train may proceed as soon as the signaller gives authority.
