ive got a new laptop and have downloaded the software and sims onto to new laptop and signed in but cant allocate the unlocked sims to my new laptop as not highlighted

Please note that if you do go down that road it's not instant as it requires manual intervention. There's not a particularly need in loader V5 to lock licenses unless you are playing offline, and can simply login to the loader and use them dynamically.
