The document seems to read along the lines of "We temporarily closed it, demolished the footbridge, changed the railway layout completely, removed the only road access, and were then surprised to find that it would be difficult to put the station back"!

A bit like what they've done at Pilning, taken away the footbridge for the electrification work, but are claiming it'll cost too much to put it back. Don't they cost things before doing!

Or it's a BR-esque plan whereby they increase costs as much as possible to justify closure, as supposedly happened in the tales of signalboxes being painted just before a line was closed!

I often use that quote about 'painting the signal box' it seems to hold true in so many commercial situations!
