why is this the case? the only thing I can think of is the (absent) Groundframe at tipton may have been within the overlap and had some relation to Watery lane?

I suspect access to the original plans will be needed to get a definitive answer or the resignalling notice. WN 187 (overlap to WN 183) was 10 feet from the crossing and there was a treadle provided for overrun protection. There was a triangular junction at Tipton in the distant past, WN 183 had a feather on it provided for the route to Princes End and on the down I think it was WN 188 with a feather to Princes End. The interlocking at Tipton curve was replaced with an RRI at watery lane crossing which is now effectively strapped out with the provision of a bridge for Tipton crossing and the abolition of watery Lane Frame/Panel.
