why is this the case? the only thing I can think of is the (absent) Groundframe at tipton may have been within the overlap and had some relation to Watery lane?

This is because Tipton level crossing was within the overlap.

but there's nothing wrong with having an open level crossing within an overlap or clearing point?

The signal needs to be at least 50yds* away from the crossing though. This picture shows it right on top of the crossing.

* At least I think that's the figure.

I suspect access to the original plans will be needed to get a definitive answer or the resignalling notice.

Watery Lane was designated as a Shunt Frame and both of these pictures show connections or working levers which go beyond what is in the simulation.

My 1965 edition of Modern Railways has a high level diagram which shows a trailing crossover and slip to a yard as well as a connection to some Up Sidings all of which are on the Wolverhampton side of the crossing.

So I suspect it was to protect these moves which would have been controlled from Watery Lane.

WN 187 (overlap to WN 183) was 10 feet from the crossing and there was a treadle provided for overrun protection.
There was a triangular junction at Tipton in the distant past, WN 183 had a feather on it provided for the route to Princes End and on the down I think it was WN 188 with a feather to Princes End. The interlocking at Tipton curve was replaced with an RRI at watery lane crossing which is now effectively strapped out with the provision of a bridge for Tipton crossing and the abolition of watery Lane Frame/Panel.
